Roger spent 17 years at major law firms (Sullivan & Cromwell; Sidley & Austin; and then Winthrop Stimson).  He also spent 12 years in senior in-house legal positions (CSFB, a major European insurance company, and an AMEX-listed energy and power company).   In addition to several years in New York, Roger has also lived and worked in California, Hong Kong, Singapore, Australia and London.    His in-depth experience includes a very wide spectrum of corporate transactions and regulatory matters.   His clients have ranged from global financial institutions to small start-ups.

Roger is the author of Export and Trade Finance, a book published by Oceana Publications;  “Mining Regimes in Latin America,” an article in a special issue of Project Finance International entitled Americas Market Report, Spring 1996; co-author of “International Financing,” a chapter in The International Lawyer’s Deskbook, published by the American Bar Association and co-author of “United States Securities Laws,” a chapter in International Securities Law, published by Euromoney.  He is also the author of more than 40 articles appearing in The SEC Today, Investment Dealers’ Digest, and Financing Risk and Reinsurance.  He has been a speaker at over two dozen professional conferences.

Over the past 30 years, Roger has contributed effort to several professional organizations.  He was a member of an ABA subcommittee that drafted the model state law for limited liability companies, and he contributed to an ABA project on international boycotts and a proposal for a multilateral investment treaty.  He also contributed to a comprehensive revision of Wisconsin’s mining code for a committee of the Wisconsin state legislature.   Roger is a former Chairman of the Bank Law Committee of the Association of the Bar of the City of New York.  He was also a part-time arbitrator for over ten years for the American Arbitration Association and for the National Association of Securities Dealers (now FINRA).

Roger earned his J.D., summary cum laude, at the University of Wisconsin (Order of the Coif, Law Review) and a B.A. at the State University of New York at Buffalo.

He is admitted to practice in New York, California, District of Columbia, Wisconsin and Hawaii.
